SINDH LOCAL GOVERNMENT NAZIMS, NAIB NAZIMS & MEMBERS
(HONORARIA AND PRIVILEGES) RULES, 2001

NOTIFICATION
In exercise of the powers conferred under section 191 of the Sindh Local Government Ordinance, 2001 the Government of Sindh is pleased to make the following rules:-
1. Short title and commencement
i. These rules may be called the “Sindh Local Government Nazims, Naib Nazims & Members (Honoraria and Privileges) Rules, 2001”.
ii. They shall come into force at once.
2. Honoraria
A Nazim shall be paid honorarium at the following rate :-
i. Twenty five thousand rupees per mensem in the case of city
district.
ii. Twenty thousand rupees per mensem in the case of districts other than city district.
iii. A Taluka or town Nazim shall be paid honorarium at the rate of
fifteen thousand per mensem.
House Rent.
All Zilla Nazims shall be entitled for official residential accommodation subject to being the property of concerned Local Government and in case the same is not available/utilized the following shall be admissible in lieu thereof:
i. The Zila Nazim shall be paid house rent equal to 45%
of the honorarium in case of Karachi, Hyderabad and Sukkur
Districts
ii. 30% in case of other districts.
4. Use of official Vehicle.
A Zila andTaluka/Town Nazim shall be entitled to the use of official vehicle maintained at the concerned Local Government’s expenses, allocated for the purpose in the budget, subject to the limitations as may be determined by respective councils and general policy guidelines from Government.
5. TA & DA Zila,Taluka/Town and Union Nazims or Naib Nazims of all Zilla, Taluka/Town and Union travelling on duty, shall be entitled, subject to availability of a provision in the budget, to Traveling and Daily allowance as are admissible to officers of the BS indicated against each:-
i. Zila Nazim, City District BS-21
ii Zila Nazim BS-20
(other districts)
and Naib Nazim,
City District Government
Karachi.
iii. Town Nazims, BS-19
of City District and
Taluka Nazims of
Hyderabad/ Larkana,Sukkur
And Mirpurkhas TMA’s.
iv. Taluka Nazims of all BS-18
District Head Quarters
v. Taluka Nazims BS-17
of TMAs other than above
and all Union Nazims.
6. Daily Allowance to Members for attending Meetings.
a. For attending meetings of City District /District Government Rs.300/= P. Day.
b. For attending meetings of Taluka/ Town Council Rs.200/= P. Day.
c. Members will be allowed air fare if called to attend official meetings/training courses outside the province in addition to the above DA.
i. The respective council shall be the controlling authority adjudicating TA&DA of Nazim/ Naib Nazims and other members of the council proceeding on training and official meetings etc.
ii. The respective Nazim shall be the controlling officer for the purpose of TA & DA of officers.
7. Telephone i. A Zila Nazim shall be entitled to the facility of one STD telephone
at his residence and two STD telephones, including telephone
connection for fax machine at his office, at the expense of Local Government upto the limit fixed by the respective council.
ii. Naib Zila/Taluka/Town Nazim as the case may be, shall be entitled
to the facility of one STD telephone at his office at the expense of
council upto the limit fixed by the council.
8. Medical Facility.
A Zila Nazim shall be entitled to medical facilities subject to rules /policy prescribed by Govt.
9. Office Accommodation & Staff.
A Zila Nazim, Naib Nazim, Taluka, Town Nazim, Naib Town/Taluka Nazim and Union Nazim shall be entitled to office accommodation with in the precincts of Council/Administration. He shall also be entitled to such office personal staff as approved in the respective schedule of establishment.
10. Leave of absence.
The respective Nazim/Naib Nazim may be granted leave of absence by the Govt.( LG ) at a time or from time to time for reasons of health or private affairs for an aggregate period not exceeding 3 (three) months during their entire tenure.
11. Repeal The Sindh Local Councils Mayor and Chairmen ( Honoraria & privileges ) Rules 1980 are hereby repealed.
