Pakistan and China have taken another step toward deepening their technology partnership with the signing of several agreements focused on emerging technologies, digital infrastructure, and talent development. The deals were concluded during the second Pakistan-China B2B Conference, attended by Federal Minister of State for IT and Telecommunication Shaza Fatima Khawaja in Beijing.

Expanding the Digital Partnership

The newly signed memorandums of understanding (MoUs) span a wide range of areas — from government-level cooperation to private sector initiatives. Key priorities include expanding fiber optic networks, strengthening data connectivity, setting up modern data centers in Pakistan, and creating programs for skill development in next-generation technologies.

Analysts say the agreements underscore Pakistan’s growing push to position itself as a digital economy while leveraging China’s expertise in large-scale infrastructure and emerging tech ecosystems.

Highlights of the Agreements

• Government-to-Government Collaboration: Pakistan’s IT Ministry and China’s Ministry of Industry and Information Technology (MIIT) agreed to cooperate on emerging technologies at a strategic level.
• Connectivity and Fiberization: Huawei and Pakistan’s National Telecommunication Corporation will work together to improve government connectivity through expanded fiber networks.
• Capacity Building: Alibaba International Digital Commerce signed an MoU with Ignite to focus on training and digital skills development.
• Youth Training: ZTE committed to partnering with Pakistan’s IT Ministry on technology training initiatives aimed at preparing young professionals.
• Submarine Cable and Connectivity: The China Submarine Cable Construction Company will collaborate with Pakistan on strengthening digital links.
• Data Centers: ZTE also struck a deal with SKY47 to establish modern data center facilities in Pakistan, marking a significant step toward building local digital infrastructure.
• Industry Partnerships: Other agreements involved the Pakistan Software Export Board teaming up with Shanghai Lingang International Data Industry Institute, as well as the Guodong Group and Pak-China Investment Company engaging in strategic partnerships.
